Duty Station: IOM Helsinki, Regional Office for the Nordic and Baltic States, and the European Neighbourhood countries (East)
Position Title: Project Coordinator
Classification: Local staff
Type of Appointment: Special six month fixed-term contract, part-time 50%
General Functions: Under the direct supervision of the Regional Representative, and in close cooperation with the IOM Helsinki project development and implementation team, the successful candidate will be responsible and accountable for the coordination and implementation of the Office’s labour migration project activities.
In particular s/he will:
1. Coordinate activities between the donor(s), IOM and all partner organizations linked to the implementation of the Office’s labour migration project portfolio;
2. Assist counterparts in setting-up and making effective the functioning of Steering Committee and Working Groups (involving ministries/departments, agencies, other international organizations and NGOs);
3. Contribute to the development of implementation strategies aimed at meeting the project objectives and contribute to the capacity of counterpart institutions in Finland, Latvia and the Russian Federation, contribute to research and testing of models for labour migration between countries in the region;
4. In close coordination with partners within the Working Groups, define priority areas for the required applied research (such as e.g. labour skills, supply and demand, gaps in legislations, etc.);
5. Set up and coordinate the team responsible for carrying out the research work and the implementation of the international seminar;
6. Prepare regular progress reports to be submitted to the Regional Representative, donor(s) and IOM headquarters;
7. Liaise with counterparts and partners;
8. Coordinate expenditures of project funds with IOM Helsinki Admin/Finance unit and ensure compliance with donor regulations;
9. Participate in seminars, conferences and meetings as required; undertake duty trips to attend relevant meetings and monitor project implementation, if applicable;
10. Perform such other duties as may be assigned by the Regional Representative.
Desirable qualifications:
Education, experience and personal qualities: University degree, preferably in Political or Social Sciences, Law, Economics, International Relations and/or equivalent.
Extensive experience (at least 6 years) in international labour migration issues and policies. Proven experience and familiarity with labour migration and labour legislation issues as well as research techniques and methods, proven record of liaising with regional and local authorities, international organizations, institutions, diplomatic authorities, NGOs, private sector as well as with the media and journalists in Finland, the Russian Federation and the Baltic States.
Previous working experience in Russia is required. Excellent negotiation and communications skills, strong strategic and creative thinking. Personal commitment, efficiency and flexibility. Drive for results, respect for diversity and creative thinking. Strong teamwork capacities and proven ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds. Ability to supervise and direct staff, as required.
Languages: Thorough knowledge of English and Russian; knowledge of Finnish and a Baltic language is an added advantage.
