U.S. States Look Abroad for Debt Buyers

It may not be long before U.S. state governments begin to aggressively market their bonds overseas.
California, the largest state issuer, is gagging on its $83.5 billion of outstanding long-term bonds and has paid spiraling interest costs to publicly sell $36.6 billion of short- and long-term debt in the U.S. this year. The Golden State now is considering peddling its taxable debt abroad, according to state Treasurer Bill Lockyer.
The idea makes perfect sense, not only for California but for other states attempting to diversify their fiscal management.
