Не все университеты предоставляют ВСЕ курсы полностью на английском языке с нуля и до конца.
Т.е. например на IT специальность, в Aalto:
Bachelor level studies in the fields of Art & Design and Technology are only available in Finnish and in Swedish.

Helsinki University:
It is important to note that admission to undergraduate programmes (leading to a Bachelor's degree) is only via an entrance examination entirely or partly in Finnish or Swedish. No entrance examinations are arranged in English. All entrance examinations are arranged in Helsinki only. The faculties of the University of Helsinki do not have resources to arrange entrance examinations at the Finnish embassies or consulates worldwide.
И я вполне верю что подобная ситуация во многих университетах: Фины не очень хотят принимать толпу иностранных студентов, так как раньше не было программ расчитанных на них (=полностью программ на английском)
Сейчас, со временем, с изменением законов - это может быть будет меняться, но не 100%.
