Написал письмо в министерство обороны Финляндии, получил вразумительный ответ. Надеюсь инглез понимаешь.
Dear recipient,
Thank you for your inquiry. The situation concerning your question is quite
clear. If a person has a finnish citizenship
he / she can serve in the finnish army. If he / she does not have a citizenship
serving in the finnish military is not possible.
If a person has two citizenships (one of them being finnish) he / she can serve
in the military.
