Absences totaling one year would be allowed during the entire residence period. However, during the year preceding naturalization, absences would be allowed for a maximum of three months. This would emphasize that the applicant must actually reside in Finland when the application is being considered.
Exceeding the allowed days abroad would no longer lead to a change in the calculation of the residence period, as this proposal suggests abandoning the collected residence period. Days spent abroad exceeding the proposed allowed days would not be counted towards the residence period. In practice, this would mean that excessive days spent abroad would delay the fulfillment of the residence period and thus the acquisition of citizenship. Additionally, a continuous absence of over five years would result in the calculation of the residence period starting over, as such a long absence could be considered as breaking the person's actual residence in Finland.
